Regulatory Permit Coordinator / GIS Specialist
Jackie Gilliam is a Regulatory Permit Coordinator and the geographic information systems (GIS) Manager for DESCO. Jackie is involved in many aspects of project execution, including client coordination, regulatory agency permit acquisition, financial management and cost proposals, and GIS data collection and analysis. Ms. Gilliam joined DESCO in 2003 as a field biologist, was later promoted to GIS Specialist, and eventually assumed the role of Regulatory Permit Coordinator. She now serves as a project manager for several key clients, acquiring permits for oil and gas exploration through the USACE, USFWS, NMFS, and BOEM, as well as state-specific agencies. She has led the preparation of and assisted with the development of biological evaluations, environmental assessments, plans of operations, and various project reports. She has also conducted ecological and compliance monitoring services and impact assessments, as well as vegetative assessments and mapping. She generates maps based on numerous data sources, including archaeological, threatened and endangered species, hydrologic, and geophysical exploration data sets, developing both topographic and aerial maps for clients and federal agencies.

DESCO’s administrative team consists of Lisa Hord, Errin Bryner, Krystal Villanueva, and Paige Hampton. Lisa is the Office Manager and is responsible for processing invoices, accounts receivable, and banking. Errin is the Business Development Manager and is responsible for client relations, payroll, and graphics. Krystal joined the DESCO team in 2014 as an Office Assistant and her responsibilities include reception, travel arrangements, and equipment management. Paige joined DESCO in 2014 as an Office Administrator and takes care of accounts payable as well as assists with accounting and editing.
